NIST maintains a server for STEP called SOLIS (STEP Online Information
Service).  SOLIS contains all the shared STEP documents until they are
balloted to DIS (draft international standard) when ISO copyright rules kick
in.  There are two routes to SOLIS:

        ftp://ftp.cme.nist.gov/pub/step/
        http://elib.cme.nist.gov/pub/step/

The SUMM documents can be found in the subdirectory

        wg5docs/express2

Formats are as follows:

        .doc    Microsoft Word for Windows (version 6)
        .rtf    Microsoft (Word) Rich Text Format
        .txt    ASCII (not recommended)
        .ps     Postscript
