Depends on your civic geography and urban planning model; in a
city with lots of canals (e.g Amsterdam) a sufficiently large
barge might could qualify as a suburb.
If this has anything to do with EDI as I'm aware of it I'm not
sure (looks like it's time to unsubscribe).
