Peter, Although I agree with you on the issue of quote.  I find giving up
extensibility, or the ability to send uninterprited information across difficult.
I would be very happy if you restate your position as saying that we should not use
quote as a kernal facility of the language (just as lisp does not use declarations).
However, on occasions a translator might emit quoted messages which might be useful
for other systems that can make use of it, but could be ignored by others who cannot
make use of it and yet can extract all the information that is in non-quoted form.
i.e., USE OF QUOTE IS NOT SUPPORTED BY THE INTERLINGUA, NOR ARE ANY GUARENTEES PROVIDED.
