Ken,
You are right that we are not ready to set standards.
But I consider that we are ready to discuss standards, promote  
experiments, evaluations, and testbeds for proposals towards  
standards.
And then we must build community support -- in a fragmented world.
None of us, I think, considers themselves a standards committee in  
isolation.

This a process that did nor occurr with SQL1 (except for IBM's  
implementation of SEQUEL) or SQL2.
